Investigate ways of communicating with Prototype Kit users
In a security incident review, one issue that came up was not being able to easily tell all of our users about the issue and things they should do. Not everyone is able to join Slack, and not everyone might be viewing the channel even if they join. One suggestion was to investigate a mailing list, or to use the Design System's.

In the issue https://github.com/alphagov/govuk-prototype-kit/issues/1179 the investigation shows that we can find out some information about users who upload their prototypes to Github. What we can say to these users are limited, if anything at all.
The Github route would also miss out on users that don't upload their prototypes to Github, have a private repo or use a local version.
We want to explore a mailing list or registration form as a way to do this. This also gives us an option to send users update about the prototype kit and what the team is doing.
