Facilitate creation of issues ahead of releases

What

Make the process for creating issues on GitHub ahead of releases more automated. One route could be to use GitHub actions to automate the creation of issues and milestones on the different repositories. However, since the documentation was written, GitHub released a TaskList feature which might help us centralise everything into a single issue (eg. with different tasklists for each repo + comms), which could then be created through an issue template, simpler to maintain and reference.

Why

Creating all the issues documented by our release process is quite tedious to do manually. Simplifying and/or automating it would increase the chance of us following the process and reduce the chances of missing a step.
