Enable link hover styles on links in the footer by reverting this commit.

We should make this change this once traffic from Chrome < 102 has dropped off – based on previous releases, we'd expect this to happen late June / early July.

Why

As documented in #2204, it appears that the issue with hover states being mis-painted on links within CSS multiple-column layouts (which previously affected the links in the footer) is fixed in Chrome 102.

We should also keep an eye on adoption of Edge 102 and Opera 88, which both use Chromium under the hood.
