Clarify process for community content changes

Minor change to our guidance on Propose a content change using GitHub to communicate what the team needs to do before approving a proposed change.

What

This change should help us better explain:

• time need to properly consider if and how to make the change.
• Working Group’s role in more substantial changes (and link to working group page)
• that we cannot promise anything within specific timeframes, as we need to prioritise team resources and time
