How can publishers write simple and complex equations and mathematical formulae to GOV.UK - so they don't have to use images?

MathJax is a good tool. It doesn't need a lot of work (just implementing a JS file), uses different inputs and outputs and is accessible.

Use MathML, TeX, and ASCIImath as input and produce HTML+CSS, SVG, or MathML as output.
