Xcode depends on 10.12

This means that you can't install xcode-select --install

I'm sure this is not exactly a problem with this repository, but with the Managed Software Centre that hasn't updated the Operating System to Sierra.

Although this stops developers from working since not even git is installed, I've just had my machine rebuilt and I'm locked in a limbo. Do I bypass GDS IT rules of not updating to Sierra through App Store and I get to work, or I just keep waiting until an update comes from Managed Software Centre?
