[proposal] switch to Spatie LaravelPackageTools

When using filament modules, with this package, all modules and the routes give 404 for some reason.

I created a test repo with a fresh laravel app and filament: https://github.com/lara-zeus/export-test

tbh, I do not fully understand the background of the issue that's happened when using modules .

but this also follows the standards from filament plugin skeleton

let me know what you think, and I will make it ready to review.
