python 3.9 and zipline 1.4.1

update pipeline-live to support python 3.9 and zipline-reloaded 2.0 (includes zipline 1.4.1 and updates to latest pandas).

All tests pass but need testing with an upgraded pylivetrader. This should probably end up as a major version change an be coupled with an upgrade to pylivetrader assuming you guys want to jump to latest zipline.
