This PR include and follow up on the work by @tdroxler for ELM support in #7.

Next steps before merging:

  • [ ] update the README accordingly
  • [ ] generalization with sarsi-hs and sarsi-rs

The last one is optional, but we should be sure we avoid duplication as much as possible, and in worst case add relevant TODOs for later improvement.

I'll probably need @tdroxler help to test this feature (please see last commit for changes from original work).
