Replacement for background lattice tetrahedralization to avoid license conflict.

Review CMake build system to try to optimize for better practices, fewer dependencies, easier support, etc.

To be done with Kitware and SCI folks. Refer to sustainability matrix in shared drive.

Padding feature crashes with exit code 0. It closes after overwriting tets here: https://github.com/SCIInstitute/Cleaver2/blob/master/src/lib/cleaver/TetMesh.cpp#L928

With the newest release containing Qt 5.12, ITK 4.13.1, and an upgraded googletest, Cleaver is running slower than previous release especially in file load times. Problem seems to only occur...
