Allure:serve and Allure:report downloads commandLine

Hello, when i start allure:report / allure:serve its downloads .allure commandline to baseDir. Its redunant i think and it should be in AllureFramework lib. Isnt it? So now, i must add this /.allure package to gitignore

Do please it as library
