i encountering an issue with allure-maven plugin, maven is unable to find the plugin

What is the current behavior?

unable to find allure-maven plugin

If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem

What is the expected behavior?

maven should be able to import the plugin normally
