Upload results to AllureTestops without alurectl

Is your feature request related to a problem? Please describe. Right now to upload allure results to TestOps we need to create extra step in CI/CD pipeline with allurectl installed. I think it will be easier to everyone to have built-in upload tool.

Describe the solution you'd like Add helper to commons package so every framework package can use it.
