[BUG] - Some starboard messages get duplicated

Bug Description

Seemingly seems to happen at random to some messages, but after a new star reaction is added to a message it can sometimes get sent a second time in the starboard channel.

Expected Behavior

The original message in starboard should be updated with the new star reaction count.

another example that happened just now. the message was starred really rapidly, maybe that's what is causing the issue?

Has this issue been investigated any since opening? it's been stale for a month
