[FEATURE] - llb (level leader board command)

essentially display the top 25 or 10 members (as @electron271 mentioned) with the most xp or highest levels

make it not super fancy and stuff ( like @CapnRyna mentioned) to make it less of a flex or competitive (as @kzndotsh desires)
Describe alternatives you've considered
another one could be a role like top 10 levels or top 50 such as the text and vc roles of similar nature

not sure if kaizen would like this or not but i think its cool idea so i put it here regardless
This can be implemented but there should be a toggle if servers wish to use the "leaderboard" as we in ATL have voted against it.

just disable the cog in .env

yes for other servers, tux is no longer atl specific
just make it in a separate cog so you can just disable that cog in dotenv
