Download Dialog Button Delay

The download button can only be pressed after 3 seconds. This is a security feature, but annoying. Lowering the delay may be okay, advanced users can even disable it, though it's propably really no good idea.

You can alter this through the security.dialog_enable_delay setting. Not sure how this delay helps security... but well, finally was annoyed enough to find out how to remove it. Had to download 30 files in a row.

The ticket is mostly still open, because I am not sure about trading convenience for security. But it may go into another profile.
