Add LocalCDN to the addons tab

I suggest adding LocalCDN to the addons tab, as it can be used as an alternative to Decentraleyes. Also, it has more libraries on its list. Note that I'm not suggesting removing Decentraleyes by any way. https://www.localcdn.org/

Can it replace Decentraleyes? It seems that Decentraleyes does not always work and having two extensions with the same purpose may be a bit much. So I would even consider replacing it completely.

Basically LocalCDN is a fork (found out now lol) of Decentraleyes since the maintainer of the latter hasn't been that much active, and thus lots of libraries are outdated.
