Disable always connecting the push api: dom.push.alwaysConnect

Mozilla tested dom.push.alwaysConnect in a shield study as load test if their servers can handle many connections.

I am not sure if this setting is just used for tests or will be flipped to true eventually, but it is a good idea to disable it.
