RCS optimizer: add option to weight thrusters by their relative levers.

Relative with respect to ship radius, so that the thrusters near the CoM are used less.

There are two things to consider:

1. Relative levers must be normalized, or thrusters would always be underthrottled.
2. Resulting thrust should be considered, so that the whole system would still be balanced.
