min python version 3.7

Are we safe bumping the minimum python version from 3.6 to 3.7? The 3.6 end of life is in just a few weeks.

Should add/confirm support for 3.10 while we're at this.

warc3-wet doesn't support python 3.10. See https://github.com/Willian-Zhang/warc3/pull/1

The repository looks a little dead (last commit in 2017). If I end up having trouble getting the maintainers to accept the PR & push a release, I may consider starting a new fork, as I did for warc3-wet-clueweb09
