Add longConverter for German

https://github.com/allegro/tradukisto/wiki/How-to-start-contributing It would be good, if we will have support for long number conversion for German. Currently it is not implemented. Integer and Money converters for German were implemented in https://github.com/allegro/tradukisto/pull/8.

Additional context Remember to add unit tests :)
