Gitea support

A self-hostable bot for Gitea servers would be great for those of us who don't support Github's monopolistic practices.

@ThatOneCalculator I think this will be great however we need to support Gitea API first. PRs are very welcome.

A workaround for this is to use the CLI for your use case.
