As a provider of a VC, I want to be able to control if the VC is responding

Acceptance criteria

• [ ] Allow providers of a VC to turn the VC inactive
• [ ] An inactive VC should provide visual feedback to the user that tags it that they cannot respond
• [ ] The server logic for a VC should not trigger a request to the AI Persona if the VC is inactive

tbd: how to provide the feedback? Not allow the VC to be tagged? Provide a response stating not active?
