As a business admin, I want to be able to enforce access to functionality on the platform

Acceptance criteria

• [ ] Define an initial set of LicenseFeatures and associated entitlements that are assigned per LicenseCredential
• [ ] LicenseEngine extended to allow business logic to request entitlements for a given Feature
