Clear applications dialog

Description

As a new admin, I can't find an accept/decline button in the applications dialog. I didn't realize that I had to click on the eye icon. As a UXer, I don't want to force people to have a look at the application before accepting or declining. Especially when there is no application form, there is no need to open the application first.

Acceptance criteria

• [ ] Add accept/decline buttons
• [ ] Add column headers?
