BUG: When Space is single user WB, there is no sync of information to the WB open from a second user

To Reproduce Steps to reproduce the behavior:

1. Go to https://dev-alkem.io/qauserspace/knowledge-base or a space that is single user WB
2. Open a WB with User 1 - the user has rights to update it
3. Open the same WB with User 2 - the user doesn't see control panel
4. User 1 makes changes on WB - User 2 - gets the updates
5. User 1 close the WB
6. User 1 opens the WB
7. User 1 makes a change - User 2 don't get the updates

Expected behavior User 2 sees WB updates User 2 must not see "Continue" button
