BUG: When max users is reached on a wb - the button "Continue editing" is visible

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

1. Go to to a WB that is not multiuser
2. Open it on 2 tabs with 2 users that have rights to edit it - the second user cannot edit it, but sees button: "Continue editing"

Expected behavior Continue editing button is not visible, when "max users reached" case is hit.
