Make collaboration buttons consistent among different levels (space / subspace)

Description

When we are in the space level; the button to add a collaboration tool is below all the posts; whereas for the subspace view; its at the top with the innovation flow. lets think about making these two more similar so our users can build on their existing knowledge

Acceptance criteria

• [ ] Collaboration tools are always positioned on...??
• [ ] When user scroll down, on subspace the innovation flow states and collaboration buttons are constantly shown, when scroll up, they get hidden, and this should be fixed.
