[Create Space] Starting a space button on My Dashboard

Description

As a user I want to see the Starting a Space button on 'My Dashboard' page So that I can directly trigger the Space creation flow.

Acceptance criteria

• [ ] The existing Starting a Space button opens the dialog for creating a new space. *
• [ ] The button should be visible only for authenticated users.
• [ ] For users without membership place it on top of 'Explore other spaces' (see screenshot 1).
• [ ] For users with membership place it below the latest contributions (see screenshot 2).

*Update (20.05)

• [ ] Client to pick up the "CREATE_SPACE" privilege and show the button to "Create a space" or not depending on its value.
