Use upgrade dialog for features not in license

Description

As an admin, I want to know what features Alkemio has, even when my subscription doesn't allow me to use them. And in that case, I like to know how I can upgrade.

Acceptance criteria

Show dialog when user clicks on:

• [ ] Save as template
• [ ] Add Virtual Contributor (TBD with Neil if this block should be visible in spaces without VC license)
