As a community manager, I want to be able to add a template for member guidelines to Alkemio's library

Acceptance criteria

• [ ] Use dialog from #4632
• [ ] Member Guidelines block
• [ ] Implement queries and mutations server side to create and update the member guidelines templates (not estimated)

• [ ] In Global library (Innovation pack settings > add Member Guidelines template)
• [ ] Not part of Space Templates
