Innovation library block to include Member Guidelines and Callouts

Description

As a user, I want to be able to scroll through the all the templates in the library

Acceptance criteria

• [ ] Add Member Guidelines Templates to the Templates block in the global library
• [ ] Add Collaboration Tool (Callout) Templates to the Templates block in the global library
• [ ] Clicking on the cards opens the preview dialog from #5931
• [ ] Move filter/search to be on the second line in the block, see design
• [ ] Mobile: group filters in filter menu, see design
