Reduce content in header of blocks and dialogs

Description

As a user with a small screen, I want to see a nice UI, also in more extreme usecases. Currently we put quite some information in some of the block headers: aside from the title, we have buttons, a search bar, etc. This isn't very responsive.

Acceptance criteria

• [ ] Scalable approach for showing filters and search in blocks and dialogs
• [ ] maybe add a "row" for filters, search, etc?
