New Create/edit dialog for templates

Description

As an admin, I want to directly understand what is part of the actual template, and what is part of the framing of the template. ...and I also want something that matches the UI of the rest of the platform.

Acceptance criteria

• [ ] Full width dialog, 12 col
• [ ] Left side: Template information, 3 col
  • [ ] Title
  • [ ] Description
  • [ ] Tags
• [ ] Right side: Template content, 9 col
  • [ ] Content depends on type of template Instead of creating a new dialog, consider updating a yet existing one
