As a user I want to see good suggestions for terms to search on

Acceptance criteria

• [ ] Server able to generate a set of tags to be suggested at the (a) global level (b) within a Hub. The set of terms returned should be derived from the hosted data, with the terms having "weight"
• [ ] Client updated to use the tags returned from the server to populate the set of suggested search terms shown to users
• [ ] tbd: word cloud?
