Suppose add GT++ Chunkloader as a personal anchor

Issue Title

gt++ chunkloader work like world anchor and load chunks every when player offline. Because of it they banned everywhere.

Expected Behavior

2 types of anchors: a) personal (work only when player online) b) world (the same as current)
