希望增加转存失败重传的功能

Description of the feature / 需求描述

通过离线下载bt后经常出现转存失败 而一个种子内如果包含多个文件就需要重新下载bt才能再次触发转存 如果一次下载多个bt时难以管理

所以希望能增加对转存失败的文件进行重传的功能
