Never outputs a "sun in window" blind position

I'm trying to setup this node for the first time. Unfortunately, no matter what settings I choose, the blinds position node output is never "05" or "sun in window." That means I never get any blind positions other than max open.

I've tried it for multiple locations, times, multiple orientations, and the only results I ever get are night, sun below horizon, and sun not in window. Nothing I've tried gives me a Sun in Window result, so it never outputs a blind position other than max open.
