Update to latest stable zig, use zig's package system

I'd like to get these changes merged into this repo. I'm probably going to end up merging into a separate branch and reworking a few things - we'll see - but I don't want to let this sit out-of-date anymore.

Thanks for taking the effort to update these bindings, by the way! Reading through all this old code again is making me nostalgic c:
