Describe what this PR does / why we need it fix #789 Unified dubbo version management 为什么spring-cloud-alibaba里要单独管理dubbo版本，而不在spring-cloud-alibaba-dependencies里统一管理？ 我们应该统一在alibaba-dependencies模块中做统一管理
