[FEATURE]: Update libcurl

When using the NO_PROXY environment variable on Windows, I found that it does not take effect for iLogtail. When checking the issue of libcurl, I found such a case: https://github.com/curl/curl/issues/4174 .The version of libcurl used by iLogtail is 7.61, which happens to have this problem. So I hope iLogtail will upgrade the version of libcurl
