A clear and concise description of what you want to happen. You can explain more about input of the feature, and output of it. 由于我们部署的服务实例既有vm部署方式，也有k8s部署方式，现在在higress上无法配置多个目标服务，希望能支持该功能。 上图是我们服务在vm上部署的实例和k8s中部署的实例

在配置路由时只能选择其中的一个，不能选择多个目标服务:

在我们的服务实例全部迁移至K8s之前，这种场景会大量存在，希望该功能能够被支持。

后续再补充。权重没想好怎么展示好点，所以先做了一个简单版本。
