Add Fedora 43, fix MacOS build, bump vcpkg version

What does this PR do?

Add Fedora 43, which was released a few weeks ago. The builds for MSVC and MacOS were failing also, so I tried to address those issues while adding the new Fedora release.

MacOS 13 is retired, so I removed it from this PR:

The macOS-13 based runner images are now retired. For more details, see https://github.com/actions/runner-images/issues/13046.

The MSVC builds were failing because of an issue with the hash of a dep: https://github.com/microsoft/vcpkg/issues/48350 It was fixed in https://github.com/microsoft/vcpkg/pull/48679 so I bumped the version.

I see that @Lord-Kamina is working on adding a MacOS 15 builder in https://github.com/performous/performous/pull/1096 so I will also leave that out for now, since I'm guessing there will be some other changes in that PR also.
