实现了一个新的熔断器，主要功能是在服务出现故障时进行熔断保护，并在熔断期间允许少量请求通过（默认一个）

具体使用了令牌桶算法，熔断状态下每个请求需要使用令牌才能通过，由于每秒颁发一个令牌，即每秒通过一个请求
