Validator Improvements

1. By default, only include errors in the error log. Currently it is filled with accounts that were skipped. Add a flag that indicates whether or not to log "skipped" entries.
2. Retry if there is an HTTP failure, see if there is additional information that could be provided. Errors like this are not retried and do not contain very much to work with:

3. If needed, convert account into the account format rather than the b64 byte array format.
