P2P configuration options

1. Revisit configuration options
2. Create config profiles for different roles/scenarios
3. Address / revisit traffic propagation in p2p net. One example is this comment:

I think we may want to remove this check in the future, or make it check a different config option to decide whether you want to share votes with your peers. In a pure P2P network removing this check is necessary..
