On Big Sur I also seem to get this, but rarely (mDP->DP, HDMI->HDMI) Wouldn't surprise me if it's Apple bodging AppleIntelSKLGraphicsFramebuffer to just about work, as authors of WEG note that

Support for 2 or more displays on Intel Skylake and newer desktops is missing or buggy. In macOS 10.14.x there is an improvement tendency.

I don't know if this will help anyone with the issue. But I plugged the HDMI into an 2-port HDMI switch. I needed the switch for my nVidia Shield TV. So when I reboot or wake the computer, all I have to do is press the switch's button or remote from port 1 to port 2 and back to port 1 again.
