Clipboard integration broken in pgtk build under wayland

Yank / kill doesn't use the the system clipboard and highlighting text doesn't update the primary selection.

Yank / paste does appear to work - but kill does not - although it works in the emacs-pgtk build on Debian / Ubuntu 23.10
