Settings tab in the filter properties

Create a Settings tab in the filter properties and allow for the tray icon to be disabled here also.

Makes sense, but not a priority right now.

Notes to self:

• Options tab should be accessible from ISpecifyPropertyPages interface
• Options window should be accessible from special dll entry point
• Package should include .bat that calls that entry point
