Snapshots are not created

@reseal#7357 Everything is setup without error, but no restore points were ever created. I tried all the common solutions I found online involving checking services, using vssadmin, but also tried things like doing a clean boot, and using Tweaking.com's tool. I did find some errors in Windows event viewer though, which I can send later if you want.
